What are the benefits of membership in Primary Care Plus?
Primary Care Plus is a healthcare model that emphasizes personalized and patient-focused care, prioritizing direct access to our primary care providers and their team.
Some of the benefits of the program are:
- 24/7 Access to your provider or there care team
- Same Day or Next Day appointments with your provider
- A dedicated Care Coordinator to help with Prescriptions, Refills, Scheduling of Referral Appointments, Labs and Imagining.
- Office visits that start on time with little to no waiting
- Guaranteed 30 minute appointments with your provider face to face.
What is the Annual Membership Fee?
The annual membership fee is set at $365.00 which allows our providers to maintain a reduced patient panel and offer services not covered by insurance.
Is my annual membership fee covered by my insurance?
While the annual membership fee is not covered by insurance, in some circumstances, a flexible health spending account (FSA) can be used to pay for the membership fee. Be sure to check with your FSA administrator to confirm that your membership fee is an eligible expense.
Do I have to pay the Annual membership fee upfront?
No, you can choose to pay the annual membership fee bi-yearly in two equal installments. Those wishing to pay the annual membership fee upfront will be given a 10% discount.
If I wish to cancel my Membership with Primary Care Plus will I be given a refund on the membership fee.
Annual Membership Fees are broken into yearly cycles, if you have seen your provider anytime in that calendar year the fee is not refundable. If you have not seen your provider and you wish to cancel your membership, the fee will be prorated. Please keep in mind that if you have been seen by the provider and are on a bi yearly billing cycle you will be responsible for any outstanding balance. All other refunds are at the discretion of the practice and provider.
How does Primary Care Plus work with my Health Care Insurance?
Primary Care Plus membership is not health insurance. We work in conjunction with traditional health insurance plans. Primary Care Plus accepts most health insurance plans, and bills your office visits like a normal physician practice. Members are still responsible for copays, coinsurance and deductibles which are due at time of service.
Do you accept members who have Medicare?
Yes, we do accept members who have Medicare. All of our Providers in the Primary Care Plus program are participating Medicare providers.
Does my husband, wife or partner (family plan) allow for a discount on the annual membership fee?
No, unfortunately each member in the program pays the same fee without a discount. We do not see children in this program, only adults over the age of 18.
Can I join Primary Care Plus if I don’t have health insurance?
Yes, we offer competitive self pay pricing for office visits and testing due at time of visit. Please see our Self Pay Pricing List on our website.

Atracare is proud to welcome the newest primary care physician to join their team; Roland Zhang, M.D. Dr. Zhang completed his residency in Elmira, NY where he won the prestigious LECOM (Lake Erie College of Medicine) Resident Educator of the Year in addition to having served as Chief Resident of his Family Medicine program. He will primarily be starting in the Lewes office with full intention to serve with the same passion and dedication towards effective/efficient patient care. While comfortable seeing patients of all ages and comorbidities, he is especially interested in providing evidence-based, comprehensive care while decreasing polypharmacy.
Outside his primary focus on patient-centered care; he has additionally shown a commitment towards integrating technology that enhances the overall medical office workflow. These ambitious objectives will streamline the duration providers spend documenting; and allow for more time to craft clear, actionable health plans.
In addition to medicine, Dr. Zhang enjoys a variety of interests, including teaching his 8-year-old son how to drift in Mario Kart, finding the perfect old-fashioned and waging a never-ending battle against his dad-bod (via gym-time and a healthy dose of self-denial).

I am so proud to be joining an innovative, talented team of individuals whose vision and mission is to bring unequaled medical care to our citizens here in Sussex County. Not only is our gorgeous brand-new medical facility modern and fresh, so is our mindset. We aspire to deliver care that is top-quality and comprehensive, and we are dedicated to making it accessible, convenient and easy to navigate for your whole family.
I came to Lewes to practice family medicine in 2006 after visiting my parents who had retired here and becoming smitten with the region and the community. My journey prior included an undergraduate engineering degree and medical training at the University of Pennsylvania (now the Perelman) School of Medicine and Thomas Jefferson University Family Medicine residency program, the combination to which I attribute my problem-solving and diagnostic skills. I then spent over 6 years in rural Iowa during which, out of necessity, I acquired a wide range of general medicine skills and practical knowledge. My time there included many hours as the only physician present in the ER or ICU setting.
I am so fortunate to have had the training and experience to be your advocate in health. I regard my relationship with a patient as a partnership that promotes wellness and mitigates risk factors for disease. Of course I don’t like to find ailments such as heart and lung disease and cancer; however, I’m particularly passionate about finding these conditions early so that my patients will have the best possible outcomes. I have years of experience in managing hypertension, diabetes, high cholesterol and other adult medicine challenges.

My journey into medicine was not a traditional one. I wasn’t one of those people who always knew growing up that I wanted to be a doctor. As a matter of fact, I had no idea what I wanted to be “when I grew up”. It wasn’t until stumbling into an associate degree nuclear medicine program at a community college that I decided that I wanted to pursue a medical degree. Before getting into medical school though, I had to get my bachelor’s degree which I did while married with a toddler and a full-time job! In medical school I decided on Family Medicine and have been practicing in Maryland for the past 19 years. As a primary care doctor I have the opportunity to care for patients and their families throughout their lifetime with an emphasis on preventive care and chronic disease management. It has always been a dream of mine and my husband’s to live at the beach so when my son and his family decided to move to Lewes we figured it was time to make our move as well. Most of our free time is spent at the beach with family so moving here to continue my career just made sense and Atracare is a great fit. I am blessed to be able to live in and serve this community.
